MSF-Hong Kong is a regional association established in 1994, and is one of the 25 associations of the international movement. The association has offices in Hong Kong, Beijing and Guangzhou and Singapore. We recruit specialist field staff, inspire people to donate, raise awareness of humanitarian crises and monitor crises in our immediate region.

Cheuk Pong CHIU
President
Cheuk Pong CHIU is a passionate healthcare professional committed to making a profound difference in emergency medical services and public health. Over the past decade, he has worked in challenging environments such as Pakistan, Liberia, Yemen, Bangladesh, and Gaza, assisting vulnerable populations during crises with unwavering dedication, often being a member of the only group of healthcare providers for those in need.
His transformative experience with Médecins Sans Frontières (MSF) allowed him to take on various roles, including Nurse Activity Manager and Team Supervisor. Cheuk Pong played a crucial role in the Ebola treatment efforts in Liberia and the Rohingya refugee crisis in Bangladesh, focusing on infection control and nutrition treatment. His real-world experience, combined with his master’s degrees in Disaster Medicine and Public Health, equips him to navigate humanitarian healthcare complexities effectively.
Currently, Cheuk Pong is a Professional Consultant at the JC School of Public Health and Primary Care at The Chinese University of Hong Kong, where he focuses on education and public health administration. His exceptional leadership skills were honed during his tenure as the Senior Programme Coordinator at the Hong Kong Red Cross. In this role, he was instrumental in establishing the Health Emergency Response Unit and spearheading community health initiatives during the COVID-19 pandemic.
Cheuk Pong is guided by a strong belief in humanitarian principles, which include valuing neutrality, transparent communication, and devoted to meeting the needs of the communities he serves. This belief system is not just a set of values for him, but the driving force behind his aspiration to join the Board of Directors for MSF Hong Kong. He looks forward to contributing to the organisation’s strategic governance and overcoming challenges alongside fellow board members, all while balancing his academic commitments and family.
Cheuk Pong’s journey reflects his dedication to enhancing healthcare delivery in crises and fostering community resilience. He embodies the spirit of humanitarian aid on both local and global scales.

Olivier Franchi
Executive Director
Mr. Olivier Franchi comes with over 20 years in humanitarian and development programmes, mostly in field-based positions. This includes responding to complex emergencies, conflicts and natural disasters in places like Ethiopia, Indonesia, Mali, Myanmar, and about a dozen other countries.
Right before joining our team here in Hong Kong, Olivier was leading a team of 4,000 working to protect the life and dignity of those affected by acute food insecurity, morbidity, and gender-based restrictions in Afghanistan. Prior to that, he was overseeing the operations of 11 Asian countries, with a focus on partnerships, organizational development and the promotion of humanitarian values.
Olivier is passionate about leading the transformation of international NGOs in Asia at a time of unprecedented climate change-related threats, rising geopolitical tensions, and a tightening humanitarian space.
He holds a MBA, a degree in International Relations and is the proud father of two beautiful daughters. He now calls Hong Kong home.
