Regional Public Affairs Manager
Reporting directly to the Director of Communications, the Regional Public Affairs Manager manages the HK strategic and tactical plans for different nature of crises or issues and coordinates positioning with other regional offices to ensure coherent public communications in the region. The major responsibilities of this position are:
  • Manage preparedness and lead communications strategies on a broad range of complex issues, including crisis communications
  • Coordinate MSF Hong Kong public communications positioning and activities in mainland China and Taiwan to ensure that all communications work is mutually supportive and coherent
  • Undertake stakeholders’ analysis seeking to provide a better understanding of local dynamics to increase acceptance and influence and help to improve MSF Hong Kong positioning in the HK home society
  • Anticipate external contextual changes and internal dynamics to appropriately develop and support the strategies of building public narrative of MSF on a broad range of complex and thematic issues
  • Drive the internal communications strategies for complex issues and public positioning
  • Ensure content and style are in line with the institutional image and sensitised to the overall communications needs of MSF HK
  • Coach and mentor relevant human resources in the region
  • Act as the functional line manager and professional reference point for the Communications Managers in Beijing and Taipei offices
  • May be delegated to be the spokesperson for media interviews in Hong Kong when necessary
The Ideal Candidate
  • University graduate with a minimum of 10 years’ work experience in the field of journalism or public relations, with at least three of those in a managerial/supervisory capacity
  • Excellent writing skills and proven ability to convey complex messages to various audiences
  • Fluent in spoken and written English and Chinese (both Cantonese and Mandarin)
  • Strong understanding and network within the Hong Kong local community – amongst media, NGOs and civil society – and very good knowledge of regional dynamics and world affairs
  • Proven network amongst regional and local media and good analysis of media landscape
  • Strong background in managing or handling crisis communications or sufficient experience with advocacy
  • Commitment to the aims and values of Médecins Sans Frontières
  • Collaborative, collected, diplomatic and enjoys working under pressure
  • Ability to make quick decisions under stress
  • Ability to work independently but also a good team player
  • Willing to work overtime and/or on weekends/public holidays when situation calls for it
