Finance Manager
Main Duties and Responsibilities
- Accounting, Reporting and Audit
- Oversee / Responsible for:
- Timely and accurate accounting & reporting in compliance with applicable laws & regulations, accounting principles generally acceptable in Hong Kong and MSF International accounting standards.
- Assist in evaluation of impact of new or proposed HK or international accounting standards and determine appropriate accounting treatment for the financial transactions and activities of MSF HK.
- Direct the year-end closing, preparation of HK statutory accounts and financial statements and MSF International Combined Package. Propose and negotiate with MSF Operational Centres & Partner Sections on reconciliations & re-invoicing for funding allocations & transfers.
- Plan & coordinate with other departments & regional offices to facilitate the audit process with external auditors in relation to the statutory audit of both MSF HK and MSF International.
- Ensure accounting records systems are maintained or enhanced in accordance with applicable regulatory & legal requirements.
- Oversee / Responsible for:
- Financial management
- Departmental Budget: prepare the annual budget and forecasts.
- MSF HK Budget:
- Act as a focal point for departments/cost centres for answering questions, giving advice, proposing adjustments during the budget/forecast preparation process (annual/quarter).
- Consolidate budgets/ forecasts submitted by all departments/cost centres and highlight areas for discussion or attention of the management.
- Monitor actual result against budget; identify & investigate major discrepancies; propose adjustments, alert management in taking necessary course of actions.
- Prepare, enhance or develop relevant and useful financial analysis in supporting the strategic management of the organization.
- Treasury Management
- Plan, forecast and manage the funds movement between Hong Kong, regional offices (Beijing, Guangzhou, Taiwan, Singapore and other new offices), MSF Operational Centers and Partner Sections, to ensure financial health is maintained and funds balances in each office is optimized (i.e. neither too excessive nor insufficient) according to applicable agreements to support the respective planned operations and activities.
- Establish and maintain a good relationship with various banks or payment agents to exchange information on regulatory compliance, negotiate for terms of services or products which optimize utilisation of financial resources of MSF HK and appropriately support the organisation’s planned operations.
- Functional supervision of finance & accounting activities in Hong Kong and regional offices.
- Act as a functional supervisor of the finance/accounting personnel to oversee and feedback on the relevant finance and accounting activities in the Hong Kong and regional offices.
- Analyse & develop the set-up of finance & accounting functions e.g. input in job description, staff recruitment, set up financial procedures & accounting system, opening of bank account, advising best practices, etc to ensure policies, procedures and requirements of MSF International & MSF HK are consistently considered, adapted and implemented where applicable.
- Provide direction to regional finance to seek or act on advice from local professional advisors to ensure regional offices (ultimately MSF HK) understand and fulfill local reporting & compliance requirements.
- Evaluate performance of regional finance & accounting personnel, analyse their development needs, develop & oversee delivery of finance trainings and knowledge transfer to ensure they perform at a competent level.
- Risk & control
- Assist in collaboration of respective operational processes owners, establish, enhance and implement financial controls in relevant operational policies, procedures and guidelines to ensure financial controls are in place and exercised consistently to safeguard & efficient use of financial resources, mitigate risks, promote transparency, uphold accountability to donors and yet maintain operational efficiency & effectiveness.
- Control and monitor expenses incurred or payments effected are in compliance with the established MSF’s policies, procedures & guidelines.
- Assist in regular evaluation on current policies, processes, the accounting system and workflows for enhancement to ensure it is efficient and effective to align with the expansion in activities & operations.
- Procurement
- Ensure proper accounting records are maintained in the accounting system and in accordance with appreciate policies and procedures.
- Assist in eevaluation of workflow on procurement procedures and accounting record for purchasing and vendor management.
- Assist in establishing adequate and appropriate internal control mechanism in place on all workflow processes.
- ERP
- Involve in the design, implementation, and testing of the system
- Meeting with stakeholders
- Communication with vendor
- Perform testing and evaluation of system
- Ensure the smooth transition between systems
- Team management
- Lead, manage, coach and develop direct reports by setting objectives and development plans, evaluate performance, provide feedback to ensure they perform at a competent level.
- Back up of the team in Hong Kong and regional offices as required.
- Represent Head of Finance in his/her absence within delegated authority and perform any ad hoc tasks as assigned by supervisor.
The Ideal Candidate
- University Degree in Accounting and/or Finance
- Over 8 years of relevant working experiences, at least 4 years in supervisory role
- Audit experience would be an advantage
- Knowledge in development & implementation of financial policies & procedures of financial controls
- Professional attitude, pay attention to detail

- Capable of multi-tasking and working under pressure
- Proficiency in MS Office in particular MS Excel
- Knowledge in common accounting system applications e.g. SAGE, , Oracle NetSuite
- Good command of Cantonese, English and Putonghua
- Professionally qualified accountant (preferable with HKICPA) with at least 5 years post-qualification experiences in similar position
