Senior Field Human Resources Officer (Taiwan Office)


Regional Field Human Resources (FHR) Department recruits and manages field workers from 12 locations in East Asia and South-East Asia (Myanmar, Philippines, Indonesia, Thailand, Taiwan, Malaysia, Singapore, Hong Kong, China, Macau, Vietnam and Cambodia).  This position has both a regional and local remit.
This position will be driving recruitment and retention of field workers, managing IMS (International Mobile Staff) pool effectively, collaborating for IMS recruitment events, and raising MSF awareness in Taiwan.

Major Responsibilities

  • Execute strategies and activities to attract and retain field workers based on strategies collectively outlined by the regional FHR team.
  • Plan, organize and manage the regional pool of internationally mobile staff (IMS) to provide qualified and experienced HR services to MSF field projects in a timely and efficient manner according to set targets.
  • Closely collaborate with the Communications, the Digital Engagement Hub and other relevant departments in Taiwan Office to raise awareness and plan events and campaigns for international mobile staff (IMS) recruitment in accordance with Taiwan FHR strategy.
  • Engage with the public, professional organisations and other entities to raise awareness and promote working with MSF.

The Ideal Candidate

  • Degree in Human Resources, Business & Administration, International Relations, Humanitarian Work or relevant discipline
  • Commitment to MSF principles and to our managerial values: Respect, Transparency, Integrity, Accountability, Trust and Empowerment
  • Adhere to the MSF Behavioral Commitments
  • Proficient in English (required). Proficiency in Mandarin and/or a language from the region is considered an added value.
  • Demonstrated negotiation, planning & organizing skills.
  • Good communication skills & cross-cultural awareness.
  • Networking & building relationship skills.
  • Behavioral flexibility and able to manage and operate in a fast-demanding environment.
  • Able to perform in team and individual settings.
  • Results & quality driven.
  • Digital media skills, Computer, and other IT tool literacy.
  • INGO and NGO experience in the field/programme is a strong added value
  • Excellent writing and reporting skills
  • Good knowledge of Microsoft Office
  • Can accept flexible working hours (willing to on weekends and holidays occasionally with overtime compensation).
